No, Himalayan blue sheep, also known as Bharal, are more closely related to goats. 

Do Himalayan blue sheep have horns? 

Yes, Himalayan blue sheep have horns. Males have larger and a more impressive set of curving horns. Females' horns are shorter and straighter.

Where are Himalayan blue sheep found?

Bharal are found in the Tibetan plateaus and bordering mountainous areas of India, Bhutan, Nepal, Pakistan and China.

Why is the Himalayan blue sheep called 'blue sheep'? 

Though the Himalayan blue sheep ranges from being greyish brown to slate grey with black on their chest and front legs, and white underside, they have a blueish tint.

What do Himalayan blue sheep eat?

Himalayan blue sheep eat dry grass in the winter and alpine grass in the summer. Their diet consists of shrubs and forbs.
